New English Language Requirements for Subclass 482 Visa - September 2025 Changes

The Department of Home Affairs has announced significant changes to English language test requirements for the Subclass 482 Temporary Skill Shortage (TSS) visa through the new Migration (English Language Test Requirements for Subclass 482 Visas) Instrument 2025 (LIN 25/082). These changes, effective from September 13, 2025, introduce new test providers and importantly, allow test component resits for the first time.

Key Changes Overview

The new instrument replaces LIN 24/099 and brings several important updates:

  • Three new test providers added to the approved list
  • Component resit options now available for tests taken on or after September 13, 2025
  • Transitional provisions protect applicants who completed tests before the changes
  • Updated naming conventions for existing test providers for clarity

New English Test Providers Added

The following English language test providers have been added to the approved list, following new Deeds of Agreement with the Department:

  1. Canadian English Language Proficiency Index Program General (CELPIP General)
  2. LANGUAGECERT Academic Test (LANGUAGECERT Academic)
  3. Michigan English Test (MET)

These additions expand the total number of accepted test providers, giving applicants more flexibility in choosing their preferred testing option. For comprehensive information about the 482 visa pathways and requirements, visit our detailed Subclass 482 TSS Visa Guide.

Important Update: Test Component Resits Now Allowed

One of the most significant changes is the removal of the “single attempt” requirement. Under the new instrument (LIN 25/082):

For Tests Conducted On or After September 13, 2025:

  • Applicants can now resit individual test components
  • IELTS One Skill Retake (OSR) can be used
  • MET Single Skill Retake (SSR) is accepted
  • The 3-year validity period is calculated from the original test date, not the resit date

For Tests Conducted Before September 13, 2025:

  • The previous “single attempt” requirement still applies
  • IELTS OSR and MET SSR cannot be used
  • All required scores must be achieved in one sitting

Transitional Provisions

The instrument includes important transitional provisions to ensure fairness:

  • Application date cutoff: Applies to 482 visa applications lodged on or after September 13, 2025
  • Test date matters: Different requirements apply based on when your English test was conducted
  • Protected results: Tests completed before September 13, 2025 remain valid under the old requirements

English Test Score Requirements

The required English test scores vary depending on when your test was conducted and which stream of the 482 visa you’re applying for:

Core Skills Stream and Specialist Skills Stream Requirements

For both streams, applicants must demonstrate competent English proficiency. The specific score requirements are:

Tests Conducted Before September 13, 2025 (Old Requirements):

  • IELTS (General or Academic): 5.0 overall with minimum 5.0 in each component
  • TOEFL iBT: 36 overall with minimum 4 in listening and reading, 14 in speaking, 13 in writing
  • PTE Academic: 36 overall with minimum 36 in each component
  • Cambridge C1 Advanced: 154 overall with minimum 154 in each component
  • OET: B in each component

Tests Conducted On or After September 13, 2025 (New Requirements):

Test ProviderListeningReadingWritingSpeaking
CELPIP General5555
IELTS Academic5.05.05.05.0
IELTS General Training5.05.05.05.0
LANGUAGECERT Academic41444554
MET49474538
OET220240200270
PTE Academic33362924
TOEFL iBT88914

Note: These are minimum scores required for each component. Unlike some other visa categories, there is no overall score requirement - you must meet the minimum in each individual component.

Test Validity Period

The English language test results remain valid for 3 years from the date of the first test sitting (original test day). This applies even if you resit components after the initial test date - the validity period is always calculated from the original test date, not any subsequent resit dates.

Updated Test Names for Clarity

To improve clarity, the instrument has updated how some tests are referenced:

  • Now specifically refers to both IELTS General Training and IELTS Academic (previously just “IELTS”)
  • Cambridge English Advanced (CAE) is now referred to as Cambridge Advanced Test (C1 Advanced)

What This Means for 482 Visa Applicants

These changes provide several benefits for prospective 482 visa applicants:

  1. More test options: With three new providers, applicants have greater flexibility in choosing a test that suits their location and preferences
  2. Resit flexibility: The ability to retake individual components reduces the pressure of achieving all required scores in a single attempt
  3. Fair transitions: Those who have already taken tests are protected by transitional provisions
  4. Clearer requirements: Updated naming conventions reduce confusion about which test versions are accepted

Planning Your English Test Strategy

When planning your English test for a 482 visa application:

  1. Check the test date: Determine whether the new or old requirements apply based on when you plan to take the test
  2. Choose your provider wisely: Consider all available options, including the new providers if testing after September 13, 2025
  3. Understand resit options: If testing after September 13, 2025, you can strategically use component resits if needed
  4. Track validity carefully: Remember the 3-year validity period starts from your first test date
  5. Compare component requirements: Note that different tests have varying component score requirements - choose one that plays to your strengths

How These Changes Compare to Other Visa Categories

The 482 visa English requirements are generally more accessible than those for permanent skilled visas. While the 482 requires “Vocational English” level, permanent visas like the Subclass 186 Employer Nomination Scheme typically require “Competent English” or higher. Understanding these differences is crucial when planning your long-term migration pathway.
